Sir,
Individual is a member of ECHS since 15 apr 2008. He had cards slno 97FF28570906314B AND REG NO CH0061642. Band has not paid FMA to ECHS and failed to deduct the same till 02 jun 2015. On coming to know he has applied again to bank for the subject deduction and deduction made .It is understood that OIC LtCol v Ragupathi retd has withdrawn the card for the recovery of the arrears.
I have submitted an application to GOC In C on 26 may 2017 at Coimbatore for the very reason. Once individual has submitted bank certificate, It is the responsibility of the bank to make deductions and ECHS should make the banks to pay and recover the amount of arrears. we belive OIC has no Right to withdraw the cards or refuse for treatment. he is not for denial of treatment but for treating veterans. we have many such cases and request ECHS to act swiftly and return such cards Immediatly to the individuals. even people metwith accident have been affected by the same OIC. We seek immediate return of the CARDs and commencement of treatment to all ECHS members. delay or denying will be construed as willful neglect and commission of criminal neglect of responsiblity to members health. OICs will be held responsible for the degradation of health or suffering of the members.
I on behalf of the affected pray onceagain please return the cards and start treatment.
Regards
K Krishnamoorthy
