  • Dear Mishraji,

    It appears that IESM group represented by Maj.Gen. Satbir Singh and supported by Gp.Capt. V.K.Gandhi are trying to put blame on our organisation. Before coming to a conclusion, the following points to be considered in its proper perspective.

    1. Though Col. Kaul accepts that our organisation represents the larger lot comprising JCOs and OR, had never been given proper representation in all delegations during negotiations/discussions with the government and media which is an indication of clear biased attitude and purported supremacy of the Officer community. They ignore the fact that in all civilian employees organisations, unions solely representing the workers, led by their leaders are invited for all negotiations/discussions either with government or other authorised bodies.

    2. Majority of the spokespersons representing ex-servicemen on media have been telling that the pensions of the Armed Forces personnel have been reduced by 3rd CPC in 1973. But they never disclosed the fact that it was only for PBOR and not for Officers. IESL, the sole ex-servicemen organisation available at that time had not initiated any action/representation to the government on the subject. We can assume that as the Officer community was not affected, they did not act.

    3. In 2008, IESM after their formation conducted a Dharna at Jantar Mantar for more than 3 months demanding OROP.. Our representatives visited that site and extended unconditional support. It was found that PBOR were sitting on relay hunger strike and Officers were coming and going. We have represented to the government statistically about the glaring difference between post 2006 and pre 2006 pensions of PBOR and were invited for clarification and discussions by MOD on 14.1.2009 during which the representatives of the IESM led by Maj.Gen. Satbir Singh were also invited to present their view point. They could not present any issue other than OROP and were disposed of with in 30 minutes. Our representatives discussed for nearly 3 hours and convinced the authorities that injustice has been done. As a result Cabinet Committee under the leadeship of Cabinet Secretary was formed. But Officer lobby ensured that no where NExCC name appeared in the report of the Cabinet Secretay committee. We did not care as the purpose has been met.

    4. Till 1983 i.e. the formation of NExCC, the problems faced by ex-servicemen were never brought to the notice of the government either by representatives of all 3 service headquarters, which are only represented by Officers. or by the then existing ex-servicemen organisations which mostly are led by Officers.

    5. It has never been brought out by any of the representatives of ex-servicemen, who were only officers, that only PBOR are forced to retire at the age of 35 to 40 years. It is also not brought out that the terms of engagement for Officers is different than PBOR. The terms of employment for Officers were like civilian employees. Whereas for PBOR it was a contractual employment, which was 9+6 intially and was changed to 20+ reserve later on.Officers could earn pension only on completion of 20 years of service and fecility of resignation existed. For PBOR they are released on " completion of terms of engagement". The option is given to the individual either to continue or discontinue solely to keep the young profile of the Armed forces.

    6. In the 6th CPC, MSP and other allowances have been provided with a different rates for Officers and PBOR. It was recommende Rs.6000/- p.m. as MSP for Officers and Rs.1000/- for PBOR. Military Service Pay has been provided as a seperate element to cover the risk associated with military service, which is equal to both Officers and PBOR. Why neither of the ex-servicemen organisations nor the service headquarters of the 3 services have not demanded for equal MSP to all. The fact is that it is the PBOR who face the first bullet have been deprived of equality. Similar is the case of High alititude allowance and other allowances.

    7. NExCC has taken up several issues effecting the PBOR community with the government and got them solved by convincing the government. The issue of reservation in government and PSU jobs was 20% in group D posts, which is a class IV employment was never taken up. The fact that a soldier is a class III employee has been totally ignored. PBOR have been relieved without any assurance of further employment, is often forced to join a lesser status job, which is an insult and degradation. No civilian employee or an Officer opt for such an insult and injustice.

    8. Sri. V.N.Mishra has acted on the instructions of the Central Executive Committee, the THINK TANK, of the organisation, keeping in view that any pay/pension revision takes place in India only after every pay commission, which is of 10 years duration. The limitations faced by the government has been understood and liberalised view of the government to review the pensions of ex-servicemen after every 5 years was accepted as a give and take policy and as part of negotiations. It was felt that a rigid stand might lead to a total rejection of OROP by the government. It must be taken into consideration that inspite of the recommendations of Parliamentary Committee, the earlier governments have been rejecting the demand of OROP as not feasible. It also has been taken into consideration that the UPA government with a view to gain political mileage has announced OROP just before the elections, barely after a week of the announcement made by Sri. Rahul Gandhi at a meet of the ex-servcemen conducted by congress party.

    9. It is not Officer bashing as claimed by Col.Kaul, but is a fact that even after retirement and getting our fundamental rights back, PBOR are never treated equal by the Officer community be it in ECHS or CSD. The arrogance is displayed by the Officers, who neither have decency of office nor courtesy to offer a chair to the representative of PBOR, when they go for any official problem inspite of clear guidelines from the government to treat the senior citizens with respect.. Even in the ECHS the same continues.

    10. The action taken by the NExCC is in the best interests of the PBOR, who are financially weak.

    11. Lastly Maj.Gen. Satbir Singh has highjacked the UFESM, who never authorised him to be an official spokesman.His financial irregualarities in IESM are in the courts. He failed to give proper accounts of the funds collected at Jantar Mantar on behalf of UFESM.deserves to be condemned by all.

    12. It should be kept in view that never 100% demands of the agitations have been accepted the government and the doors for further negotiations are kept open.

    13. Hence the action by our Secretary General is in order and has not voilated any accepted norms.

  • Rajesh Chandola Just want to ask Veteren Satbir Singh sir, Till date what discussion regarding OROP took place. Who were involved in discussion n what was initial agenda. Where is tha charters of demands. If he really want the welfare of other than officers, then put all his points on an open forum. So that everybody can come to know abut real truth.
